In a county whose population is less than 100,000, a volunteer medical director of a public or private agency, including a health facility, which employs an emergency medical dispatcher is immune from civil liability for damages sustained as a result of any act or omission by the agency if: (a) The agency uses a medical priority dispatch system; (b) The agency maintains a quality assurance program for that system; and (c) The act or omission of the agency does not amount to gross negligence or willful
