Statute 412 082

Unless otherwise specially provided in this chapter, the State Controller shall draw warrants on the State Treasury for all authenticated bills of the Office as approved by the Adjutant General or the person designated by the Adjutant General, in favor of the persons to whom the State is indebted for military purposes.
