The Director shall include in the State Plan for Medicaid a requirement that the State pay the nonfederal share of expenditures incurred for: (a) Any laboratory testing that is necessary for therapy that uses a drug approved by the United States Food and Drug Administration for preventing the acquisition of human immunodeficiency virus.
