The Administrator: 1. May establish, consolidate and abolish sections within the Division. 2. Shall organize the Division to comply with the requirements of this chapter and with the standards required by federal legislation, subject to approval by the Director. 3. Shall appoint the heads of the sections of the Division. 4. May employ such assistants and employees as may be necessary for the efficient operation of the Division. 5.
