'Group foster home' means a foster home which provides full-time care and services for 7 to 15 children who are: (a) Under 18 years of age or who remain under the jurisdiction of a court pursuant to NRS 432B.594; (b) Not related within the first degree of consanguinity or affinity to any natural person maintaining or operating the home; and (c) Received, cared for and maintained for compensation or otherwise, including the provision of free care. 2.
