'Independent living foster home' means a foster home which provides assistance with the transition to independent living for children who have entered into an agreement to transition to independent living and for children who: 1. Are at least 16 years of age but less than 18 years of age or who remain under the jurisdiction of a court pursuant to NRS 432B.594; 2. Are not related within the first degree of consanguinity or affinity to any natural person maintaining or operating the home; and 3. Are received, cared for and maintained for compensation or otherwise, including the provision of free care.
