A member of the governing body, employee, consultant, contractor, volunteer or vendor of a foster care agency may not: 1. Be a provider of foster care who has a contract with the foster care agency for the placement of children unless approved by the licensing authority; or 2. Be a biological parent of a child in the custody of an agency which provides child welfare services or of a child placed by a juvenile court in a foster home operated by the foster care agency.
