It is sufficient in an action brought pursuant to subsection 2 to allege that the defendant did, on a certain date, operate: (a) A receiving center without a valid license; or (b) A facility or other entity for which a certificate is required by the regulations adopted pursuant to NRS 424.277 without a valid certificate.
