1. Subject to the approval of the Department, the Division shall direct the Bureau to adopt administrative regulations to enforce the provisions of this chapter related to services for persons who are blind, which regulations must not conflict with the provisions of this chapter. 2. The regulations must recognize that the vocational needs and problems of persons who are blind are unique to them and may differ materially from the vocational needs and problems of other persons.
