The Bureau may establish a vending facility in or on a building or property that is not a public building or property if the owner of the building or property consents and enters into a contract with the Bureau. 2. Except as otherwise provided in this subsection, the owner of a building or property in or on which a vending facility is established pursuant to subsection 1 may enter into a contract with the Bureau that requires the licensee to pay an incentive to the owner of the building or property. An incentive may not be paid to the owner of a building or property with respect to a vending facility located in a portion of the building or property leased or rented to a public entity.
