'Frail elderly person' means a natural person 65 years of age or older who: 1. Has a physical or mental limitation that restricts the ability of the person to live independently and carry out activities of normal daily living; and 2. Has been or is at risk of being placed in a facility for long-term care. (Added to NRS by 1987, 973)
