The Administrator shall establish a policy providing for coordination among all interested public, private and commercial agencies or entities to foster their cooperation in the interests of: (a) Improving the quality of child care services offered by each participating agency and entity. (b) Ensuring continuity in the program of community child care for each family. (d) Increasing opportunities for developing staff competence and career development within and between cooperating agencies and entities.
