1. A field administrator shall prepare a written general plan for the management of each expedition. The plan must ensure that clients are not exposed to an unreasonable risk of harm. 2. Each expedition: (a) Must not include more than 12 persons, including members of the staff of the program. (b) Must include at least one member of the staff, who meets the qualifications set forth in subsection 1, 2 or 3 of NRS 432A.380, for every three clients. (c) Must be supervised by at least two members of the staff at all times. If the group is of mixed gender, at least one female member and one male member of the staff must be present.
