The Division may: 1. By contract with hospitals or other institutions having adequate facilities in this State, provide for inpatient care of consumers with mental illness. 2. Contract with appropriate persons professionally qualified in the field of psychiatric mental health to provide inpatient and outpatient care for children with mental illness when it appears that they can be treated best in that manner.
