1. With the approval of the Director, the Administrator shall appoint and may remove subordinate officers and employees of the Division. 2. For the purpose of insuring the impartial selection of personnel on the basis of merit, the Administrator may fill all positions in the Division, with the exception of the positions of Chief Medical Officer and professional persons employed for part-time duties, from the classified service of the State.
