1. Each local health officer is charged with the strict and thorough enforcement of the provisions of this chapter in the jurisdiction of the health officer, under the supervision and direction of the Division. 2. Each local health officer, under the direction and supervision of the Division, shall enforce all provisions of law requiring the immunization of children in the public schools, private schools and child care facilities in the jurisdiction of the health officer and, after consulting boards of trustees of school districts, private school officials and operators of child care facilities, shall adopt regulations for the enforcement of those provisions, including the establishment of time limits and schedules for the immunization of children at various grade levels. 3. Each local health officer shall make reports to the Division of any violation coming to his or her notice by observation or upon complaint of any person or otherwise.
