A person who is isolated or quarantined pursuant to NRS 441A.505 to 441A.720, inclusive, has the right: (a) To make a reasonable number of completed telephone calls from the place where the person is isolated or quarantined as soon as reasonably possible after his or her isolation or quarantine; and (b) To possess and use a cellular phone or any other similar means of communication to make and receive calls in the place where the person is isolated or quarantined. 2.
