In proceedings for an involuntary court-ordered isolation or quarantine, the person with respect to whom the proceedings are held has the right: (a) To be present by live telephonic conferencing or videoconferencing; and (b) To testify in his or her own behalf, to the extent that the court determines that the person is able to do so without endangering the health of others. 2. A person who is alleged to have been infected with or exposed to a communicable disease does not have the right to be physically present during the proceedings if such person, if present in the courtroom, would likely pose an immediate threat to the health of the judge or the staff or officers of the court.
