1. Upon completion of the canvass of the vote, the county clerk shall certify the number of votes cast for and against the proposal to: (a) The supplier, if the water affected is distributed in but one county. (b) The Secretary of State, if the water affected is distributed in more than one county. 2. If such results are certified to the Secretary of State, he or she shall compile the results from all counties affected and certify to the supplier the number of votes cast for and against the proposal.
