The Commission shall adopt regulations to carry out the provisions of NRS 445A.060 to 445A.160, inclusive. The regulations adopted by the Commission must, without limitation, set forth the entities that are eligible to receive assistance in accordance with 33 U.S.C. §§ 1381 et seq.
