If a regulation which is to be considered by the Commission provides a standard of water quality or waste discharge, notice of the hearing on the regulation must be published at least once in: 1. A newspaper of general circulation in the area to which the standard, if adopted, will apply; and 2. A digital format that is generally accessible in the area and to any affected communities to which the standard, if adopted, will apply. As used in this subsection, 'digital format' includes, without limitation, an online newspaper or community forum. (Added to NRS by 1973, 1710; A 1977, 69; 1981, 81; 2021, 3413)
