The owner of property dedicated for use as a cemetery for pets may petition the district court of the judicial district where the property is located for the removal of that dedication. The district court shall remove the dedication if it determines, after notice and hearing, that: 1. No interments of pets were made in, or all interments of pets have been removed from, the dedicated property; and 2. The owner of the property has received written authorization from the persons whose pets have been interred in the cemetery, or their successors, to remove the dedication from their respective plots or to disinter their respective pets for removal to another location.
