'Hospital' means any institution, place, building or agency which is licensed by the Department of Health and Human Services as a hospital and which operates facilities for the care and treatment of human illness or other abnormal physical or mental conditions on an inpatient basis, including any such facility operated by this State or a political subdivision of this State.
