In any proceeding under NRS 459.010 to 459.290, inclusive, for the granting, amending, suspension or revocation of any license, or for determining compliance with, or granting exceptions to, regulations adopted in accordance with NRS 459.010 to 459.290, inclusive, the State Board of Health shall afford an opportunity for a hearing on the record upon the request of any person whose interest may be affected by such proceeding, and shall admit any such person as a party to such proceeding. 2. The Board shall render a written decision at the conclusion of every hearing, and the record and decision in every hearing shall be available for inspection by any interested person.
