'Nuisance' includes: 1. Any nuisance as defined in NRS 40.140. 2. As determined by the agency: (a) Insufficient ventilation or illumination; or (b) Inadequate or unsanitary sewage or plumbing facilities. 3. As determined by the county health officer: (a) Uncleanliness; (b) Any situation which renders air, food or drink unwholesome or detrimental to the health of human beings; or (c) Any situation which is dangerous to human life or is detrimental to the health of human beings.
