1. A person is not permitted to engage in gaming operations in any city or town in this state, unless the person has in force valid state and county licenses, as well as any licenses required by the city or town. 2. A city or town shall not deny a gaming license, finding of suitability or approval to a person solely because the person is not a citizen of the United States.
