A licensee conducting any form of pari-mutuel wagering provided for in this chapter shall provide a place or places in the meeting grounds or enclosure: 1. At which the licensee may conduct, operate and supervise the pari-mutuel method of wagering upon the results of the racing events conducted within the meeting grounds or enclosure. 2.
