'National Guidelines for Bomb Technicians' means the guidelines published by the National Bomb Squad Commanders Advisory Board that set forth: 1. The requirements for certifying a bomb technician; 2. The requirements for accrediting a public safety bomb squad; and 3. The fundamental operational doctrine of the bomb squad profession, including, without limitation, minimum principles of safety for that profession. (Added to NRS by 2009, 684)
