Except as otherwise provided in NRS 482.363521, 'new vehicle' means a vehicle: 1. That has never been registered with the Department and has never been registered with the appropriate agency of authority of any other state, the District of Columbia, any territory or possession of the United States or foreign state, province or country; 2. For which a certificate of title has never been issued by the Department or by the appropriate agency of authority of any other state, the District of Columbia, any territory or possession of the United States or foreign state, province or country; or 3. That has been so registered or for which a certificate of title has been so issued, if the vehicle is equipped with an odometer that registers 2,500 miles or less.
