'Purchase price' means: 1. If no security interest is taken, retained, created or in existence by virtue of a sale of a vehicle in this State, the price of the vehicle plus any additional included amounts for taxes, official fees, registration fees, transfer of title fees, delivery charges, installation charges, servicing charges, repair charges, alteration charges and improvement charges, or any of them. 2. If a security interest is taken, retained, created or in existence by virtue of a sale of a vehicle in this State, the amounts specified in subsection 1 plus any time price differential included in the security agreement or the obligation which it secures.
