The Department shall establish such qualifications as it believes reasonably necessary for the safe driving of the various types, sizes or combinations of vehicles and, except as otherwise provided in NRS 486.071, may require each applicant to submit to an examination to determine the applicant’s qualification according to the type or class of license applied for.
