1. 'Towable tools or equipment' means all tools or equipment: (a) Mounted on wheels; (b) Whose body does not exceed 70 inches in width; (c) Designed for towing by a motor vehicle; and (d) Which is not designed or used primarily for the transportation of persons or property, but is only incidentally operated or moved upon a highway. 2. The term includes without limitation air compressors, concrete mixers, arc welders, tarpots, engine hoists, concrete pumps, plaster mixers, mortar mixers, grout pumps, portable conveyors, generators, log splitters, brush chippers, spray rigs, tree spades, scissor lifts, light towers, pumps, steam cleaners, sand blasters, welders, stump grinders, radial arm saws, sod cutters, aerators, pavement rollers, and scaffolding.
