1. A rebuilt vehicle may not be registered until it: (a) Has been inspected by a garage operator who operates a garage that is registered pursuant to NRS 487.560, by the owner of a body shop licensed pursuant to NRS 487.630 or by an employee of such a garage or body shop; and (b) Is certified pursuant to subsection 2 that the components which have been replaced have been installed properly and are functional and operate safely in accordance with the standards of the manufacturer. 2. If a garage operator or owner of a body shop, or an employee thereof, who performs an inspection pursuant to subsection 1 finds that the components replaced on a rebuilt vehicle have been installed properly and are functional and operate safely in accordance with the standards of the manufacturer, the garage operator, owner or employee shall complete and sign a certificate of inspection, on a form prescribed by the state agency, attesting to the fact that the replaced components have been installed properly and are functional and operate safely in accordance with the standards of the manufacturer.
