1. The Administrator may adopt regulations establishing a system for the issuance of permits for the installation, design, approval, repair or modification of manufactured homes, mobile homes, manufactured buildings, commercial coaches or factory-built housing. 2. The regulations may include, without limitation: (a) The requirements and procedures for applying for a permit; (b) The criteria for determining whether to issue a permit; (c) The grounds for revocation and the requirements for reinstatement of a permit; and (d) The procedures for the enforcement of a system for issuing permits.
