Except as otherwise provided in subsection 5, a person who violates a provision of this chapter relating to the registration or operation of an off-highway vehicle is guilty of a civil infraction punishable pursuant to NRS 484A.703 to 484A.705, inclusive, and shall be punished by a civil penalty not to exceed $100. 5. Any person who registers a large all-terrain vehicle pursuant to NRS 490.0825 and who: (a) Operates or
