If a person who does not hold: (a) A license, tag or permit issued by the Department to engage in any activity authorized or regulated by this title or by a regulation adopted pursuant thereto; or (b) A certificate of number issued by the Department, violates a written promise to appear pursuant to a citation that was prepared manually or electronically for a violation of a provision of this title, chapter 488 of NRS or any regulation adopted pursuant thereto, the clerk of the court shall immediately notify the Department on a form approved by the Department. 2. Such a person may not apply to the Department for a license, tag, permit or certificate of number until the Department receives notice from the court that the person has appeared or that the case has been otherwise disposed of as provided by law.
