1. Tags for hunting wildlife may be limited to a certain number in any management area, which management area may include all of any county, any portion of any county or any continuous area in adjacent counties. 2. Whenever a limit is placed upon the number of tags available to hunters in any management area, the Commission shall determine the manner in which the tags are issued, whether by lot or by sale to first applicants, the manner of application, the manner of delivering the tags and other necessary matters. 3. Whenever applications, money or tags and licenses are entrusted to the mails, the Commission is not responsible for loss or delay in the mails.
