1. The Commission may incur necessary expenses to effectuate its purpose. 2. Claims for payment of all expenses incurred by the Commission, including the expenses of the commissioners, shall be made by the Office of the State Engineer and the State Board of Examiners and paid as other claims against the State are paid.
