1. An owner or an association of owners of water rights located in an irrigation district may petition the State Engineer to prescribe or clarify rules and regulations relating to the distribution and use of water within the irrigation district. The State Engineer may prescribe or clarify the rules and regulations addressed in the petition. 2. A person may seek judicial review of any action taken by the State Engineer pursuant to subsection 1. (Added to NRS by 1995, 795)
