1. In any county whose population is less than 700,000 the board of county commissioners may create districts. 2. No member of a board of county commissioners or board of directors is disqualified to perform any duty imposed by NRS 543.170 to 543.830, inclusive, by reason of ownership of property within any proposed district. 3. A district so created may include territory within another such county, with the consent of the board of county commissioners of the other county.
