1. Except as otherwise provided in subsection 2, the district is governed by a board of directors consisting of the members of the board of county commissioners of the county. 2. If the district coincides with a county in which a regional transportation commission has been created pursuant to chapter 277A of NRS, unless the county has a population of 100,000 or more but less than 700,000, the members of that commission constitute the board of directors of the district.
