The provisions of NRS 543.710 and this section are hereby declared to be implementary to the provisions of NRS 350.500 to 350.720, inclusive, concerning bonds issued by political subdivisions of the state, and those provisions are applicable to any bond issue under NRS 543.710 and this section, but in the event of conflict the provisions of NRS 543.710 and this section shall be controlling.
