It is hereby declared, as a matter of legislative determination: 1. That the renewable natural resources of the State of Nevada are basic assets. 2. That they are being affected by the ever-increasing demands of farm and ranch operations and by changes in land use from agricultural to nonagricultural uses, such as, but not limited to, residential and commercial developments, highways and airports. 3. That conservation, protection, and controlled development of these renewable natural resources are necessary at such rate and such levels of quality as will meet the needs of the people of this State.
