1. Upon the preparation and approval of a budget in the manner required by the Local Government Budget and Finance Act, the board of county commissioners shall, by resolution, levy an assessment upon all real property in the rodent control district. 2. Every assessment so levied shall be a lien against the property assessed. 3. The county commissioners may obtain short-term loans of an amount of money not to exceed the total amount of such assessment, for the purpose of paying the expenses of controlling the rodents in a rodent control district.
