1. Money to carry out the provisions of this chapter and to support the Department and the programs administered by it, may be provided by direct legislative appropriation from the General Fund. 2. All money in any fund in the State Treasury available to the Department must be paid out on claims approved by the Director as other claims against the State are paid. 3. All money in the Revolving Account for Agriculture Working Capital must be paid out by checks signed by the Director and by a deputy, or by two deputies designated by the Director for that purpose.
