Each carcass of livestock, poultry or game mammals or birds and each primal part of such a carcass must bear an official inspection mark and an approved plant number of the establishment when it leaves the official establishment. The Officer may at any time require by regulation additional marks or label information to appear on the carcasses of livestock, poultry or game mammals or birds, or parts thereof. Marks and labels required by this section must be applied only by, or under the supervision of, an inspector. 2. If the Officer has reason to believe that any label in use or prepared for use is false or misleading in any particular, the Officer may direct that the use of the label be withheld unless it is modified in the manner prescribed by the Officer. If the person using or proposing to use the label does not accept the determination of the Officer, the person may request a hearing, but the use of the label must, if the Officer so directs, be withheld pending a hearing and final determination by the Officer. A determination by the Officer is conclusive unless, within 30 days after the receipt of notice of the determination, the person adversely affected appeals to the
