Except as otherwise provided by law, the Director shall adopt, and may amend and repeal, reasonable regulations governing: 1. The production, manufacturing, mixing, preparing, processing, pasteurizing, freezing, packaging, transportation, handling, sampling, examination, labeling and sale of all mix and frozen desserts sold within the State of Nevada. 2. The inspection of all establishments engaged in the production, processing and distribution of mix and frozen desserts. 3. The issuing and revocation of permits to frozen desserts plants. 4. The grading and regrading of frozen desserts plants. 5. The displaying of grade placards. 6. The fixing of penalties for a violation of the regulations.
