'Commercial fertilizers' means substances and mixtures of substances containing 5 percent or more of nitrogen, available phosphoric acid, phosphorus pentoxide, or potassium oxide soluble in distilled water, singly, collectively, or in combination, excepting manures, hays, straws, peat and leaf mold.
