'Warning' means a communication which is about a health or safety hazard that a children’s product poses to consumers and which is: 1. Directed to a retailer; and 2. Intended to inform the retailer about the health or safety hazard, instruct the retailer to remove the children’s product from the retailer’s inventory or provide the retailer with a method to eliminate the health or safety hazard from the children’s product. For the purposes of this section, 'warning' does not include a communication which is directed to consumers and affixed to the children’s product or any packaging material for the children’s product or provided by the retailer to the consumer as part of a transaction relating to the children’s product.
