1. The Attorney General shall provide opinions for the Unit on all questions of law relating to the construction, interpretation or administration of this chapter. 2. The Commissioner shall determine whether a person is required to register pursuant to the provisions of this chapter. In making that determination, the Commissioner shall consider the definitions, intent, findings and declarations set forth in this chapter.
